My best advice for when you have a kitten
dipping his chin in the bowl bowl is to re wash his chin-
then rinse it like 4 or 5 times...fully dry it 100% and
then change to a 10 oz bowl- it is quite small. Your kitten
could be dunking his chin because yeast is starting to
grow (pretty invisible) from being wet and each time he
dunks the chin- he thinks it is making him feel better-
but in reality- his chin then gets even more itchy, and
he dunks it again. After this clears- he will learn to
use the water bowl for the water to be drank and not do
this dipping any more.
Meanwhile- an additional helpmate is CB Anna's face shampoo
and grooming powder:

Wash the chin with the face shampoo- rinse real good and
then dry- once dry- use the powder to help 1. cover any
staining areas, while 2. bleaching it back white over
time. He will improve in looks with every use while helping
to keep the chin section dry.
Once the chin gets healed and dried out- you can use any
size bowl and he will not dip unless- shampoo wasn't fully
rinsed from the chin well enough. Please keep in mind-
Persian fur is like a huge sponge...it requires lots of
rinsing.
